Why the committee funded this
Indexing is a shared dependency consumed across the ecosystem and had previously been funded inside larger provider scopes. The committee's judgment is that a dependency of this weight is best held as a standalone mandate: one accountable owner, priced on its own merits.
New to the SPP and evaluated accordingly. Selection was conditioned on explicit commitment to the full Option B scope.
Commitments
Provisional, not confirmed. These 7 milestones were extracted from the provider's own SPP3 application and are what they proposed. The binding set is Award Notice Item 5, which is not yet in the committee workspace. Every entry was checked against a verbatim quote from the source document; none is committee-confirmed, and none counts toward the 80% completion metric until reconciled. Delivery status is not assessed here; see the provider's filed reports.
